Agent Skills Are Becoming the Reusable Expertise Layer for AI Agents

MCP gave agents tool access. Now agent skills are packaging the expertise layer—reusable task know-how that scales. Here's why that raises the stakes for governed knowledge.

The last big infrastructure moment for AI agents was MCP. The Model Context Protocol gave agents a standard way to connect to tools: APIs, file systems, databases, external services. It solved the access problem.

Access, it turns out, was only half the problem. The other half is expertise.

An agent that can reach every tool in your stack still needs to know how to use them together for a given class of work. That knowledge has historically lived in system prompts — long, static instruction blocks that developers hand-craft and update manually. It's fragile, expensive, and doesn't scale.

A new layer is forming to fix that. It's called agent skills.

What agent skills are (and what they're not)

An agent skill is a reusable, self-contained package of instructions, decision logic, and tool references that teaches an agent how to perform a specific task. Not a general capability — a specific, scoped piece of work.

Think: "conduct a competitive account review," "draft a personalized outreach email from CRM context," "run a compliance gap audit against this policy set."

The Agent Skills specification gives this structure. Skills load in three levels: L1 is lightweight metadata (~100 tokens), just the skill name and description. L2 adds the execution instructions when relevant. L3 loads the full resource set — files, references, tool configurations. The agent decides which level to pull based on the task at hand.

The practical effect: an agent managing ten distinct skills starts each call with roughly 1,000 tokens of L1 metadata instead of a monolithic system prompt carrying all ten sets of instructions. According to Google's ADK skills guide published April 1, this architecture delivers roughly a 90% reduction in baseline context usage, because knowledge loads when needed rather than all the time.

That's not just a cost optimization. It's a structural shift in how agents carry expertise.

The prompt / tool / skill stack

To understand why this matters, it helps to draw the distinction clearly.

Prompts give agents their personality and base operating parameters. They answer: what kind of agent are you?

Tools and MCP connections give agents access to systems. They answer: what can you touch?

Skills tell agents how to complete a class of work. They answer: how do you actually do this job?

Most agent architectures today conflate all three. Developers stuff task logic, decision trees, and tool orchestration sequences directly into system prompts. The result is brittle: update the logic for one task type and you risk breaking another. Skills break that dependency.

Glean, launching support for the Agent Skills standard in private beta this week, put it plainly: "skills are units of expertise, and agents are end-to-end workflows that decide when and how to apply those skills."

The agent is the orchestrator. The skill is the expertise.

Why enterprises are paying attention

The business case for skills comes into focus once you're thinking about scale.

When expertise lives in a shared skill, every agent in your organization executes the same task the same way. There's no drift because one agent has a slightly different system prompt than another. Skills become the documented, enforced way specific work gets done.

Reuse is the other piece. A compliance review skill built for one legal agent can be imported by a procurement agent, a sales agent, or an HR workflow. The expertise isn't re-authored per deployment; it's packaged once and reused. Complex enterprise tasks that require chaining several MCP tools in sequence get encoded in the skill once, and the skill loads that orchestration logic only when needed.

The ecosystem forming around this is real. KDnuggets reports that platforms like SkillsMP now list over 425,000 skills. The analogy being used is apt: skills may become for AI agents what GitHub is for code.

Cross-vendor adoption backs the category signal. The Agent Skills standard now counts OpenAI, Anthropic, LangChain, Cursor, Manus, Google ADK, JetBrains Junie, Gemini CLI, and Glean. That's not one vendor pushing a proprietary format. That looks like a standard taking hold.

Where this breaks down

Here's the part of the skills conversation that isn't getting enough attention.

A skill is only as good as the knowledge it references. And that's the gap nobody is building into their demos.

Consider what a Glean skill for "deep account research" actually does. It pulls context from your CRM, cross-references internal notes, applies a structured research methodology, and synthesizes an output. The skill itself might be perfectly designed. But if the account notes contain contradictory information from three different reps, if the pricing data in your knowledge base is six months out of date, or if the product specs haven't been updated since the last release, the skill executes flawlessly on wrong information.

This is the new version of the hallucination problem. The model isn't hallucinating. The agent isn't malfunctioning. The skill is doing exactly what it was built to do. The knowledge it's working from is just wrong.

What makes this worse than the monolithic prompt era: reuse scales errors. A bug in a system prompt affects one agent. A bad knowledge dependency in a shared enterprise skill affects every agent that imports it, every workflow that runs it, every employee or customer who receives its output.

The skill factory pattern — where agents generate new skills at runtime, one of the four patterns documented in Google's ADK guide — raises the stakes further. If an agent is writing new expertise packages based on enterprise documents, and those documents are stale or contradictory, the organization ends up with an automatically expanding library of skills built on a shaky foundation.

What this means for enterprise AI

The agent stack keeps acquiring layers. Models first. Then tool access. Then orchestration. Now expertise packaging.

Each layer added capability. Each layer also added a new surface where enterprise knowledge quality matters. MCP becoming the context and action layer for AI agents was the last major surface expansion. Skills is the next one.

The practical implication for enterprise AI teams: if you're building or adopting agent skills, the governance questions aren't just about the skill logic itself. They're about what the skills read. What documents are they referencing? When were those documents last verified? Do they contain contradictions the agent has no way to detect?

This isn't an argument against skills. The productivity case for reusable expertise packaging is real, and the ecosystem forming around the Agent Skills standard is moving fast. It's an argument that enterprises adopting skills need to solve the knowledge layer underneath them at the same time, not as a later cleanup task.

The teams that get this right will have agent infrastructure where skills scale genuine expertise. The teams that skip it will have infrastructure that scales bad execution very, very efficiently.
